The role, challenges, and monitoring of international initiatives in Iraq’s Higher Education reconstruction: Future directions for post-conflict international support

Abstract

This study investigates the role, challenges, and monitoring mechanisms of international initiatives in the reconstruction of Iraq’s higher education system within the context of post-conflict recovery. Once a regional hub of educational excellence, Iraq's higher education sector experienced profound setbacks due to decades of conflict including the Iran-Iraq War (1980-1988), the Gulf War (1991), and the 2003 US-led invasion that severely impacted public funding and institutional stability. International engagement became integral to reconstruction efforts amid these upheavals.

While existing research underscores the importance of higher education in fragile and conflict-affected settings, comprehensive understanding of the specific roles played by international initiatives, their associated challenges, and the effectiveness of monitoring practices remains limited. This study focuses on two significant international initiatives: (i) the Iraq Legal Education Initiative (ILEI), a partnership between Stanford Law School and the American University of Suleimani to improve legal education in Kurdistan and (ii) the European Union-funded Innovative Governance Practices for Higher Education Institutions in Iraq (INsPIRE), aimed at strengthening governance structures across Iraqi universities.

Employing a qualitative research design, data is collected through semi-structured interviews with key stakeholders and document analysis of relevant reports and policy documents. Thematic analysis is utilized to examine the roles, challenges, and monitoring approaches of these initiatives, and to assess their contributions to Iraq’s higher education recovery. The findings aim to shed light on the complex dynamics of post-conflict development, identify barriers to effective international support, and propose actionable recommendations to enhance the sustainability and impact of future international interventions in similar contexts
