International School and Non-Governmental Organisation (NGO) Partnership Enactment in Hong Kong: A Framework for Success.

Abstract

This thesis explores the enactment of partnerships between International Schools (IS) and Non-Governmental Organisations (NGOs) in the unique Hong Kong context, culminating in the development of a framework for successful partnerships. The study addresses a significant gap in the literature by examining the dynamics of these increasingly relevant partnerships, in an under-researched context. A qualitative, collective-case study methodology was employed, commencing with a preliminary questionnaire completed by 30 participants to identify key themes. This was followed by the examination of three specific partnerships (cases), which included a total of six interviews with both the IS and NGO leaders of each of the three cases, as well as the analysis of relevant documents. Data analysed using reflexive thematic analysis revealed that successful partnerships are characterised by authentic reciprocity, where both organisations achieve benefits that could not be independently achieved. A range of key drivers and enablers of successful and mutually beneficial partnerships were also identified, including the importance of personal connection, designated leaders, balanced power and institutionalised systems and structures. These findings are synthesised into the IS-NGO Partnership Framework, a practical tool to guide the formation, maintenance, and evaluation of partnerships, providing valuable insights for school leaders, policymakers, and practitioners. This study makes an original contribution to knowledge by advancing the understanding of IS-NGO partnerships and offering actionable recommendations for practice and future research.
