Abstract

The last decade has witnessed the consolidation of the European Union as a cybersecurity actor. Many of these developments have, directly or indirectly, been a response to Russia’s activities in cyberspace. This commentary will explore and analyze the development of the EU’s cyber actorness and assess whether it can effectively deal with Moscow’s aggressive stance in this field.
