Load factor based transmission network pricing: An evaluation for the improved ICRP method

Abstract

The integration of renewable generation requires updates in transmission planning criterion and transmission pricing method. To reflect the recent updates in GB NETS SQSS, an improved ICRP method was developed. The main modification is the development of dual backgrounds - Peak Security (PS) background and Year Round (YR) background. The capacity sharing concept is introduced into YR background and the tariff for different generation technologies is scaled by its load factor. This paper mainly evaluates the consistence between NETS SQSS and the improved ICRP method. A reduced GB power system is employed as case study. The location, time and attitude of congestion costs over one year are shown to prove congestion is not uniform through the system. Afterwards, a congestion cost duration curve is first introduced, which is one of the main contributions of this paper. This curve is divided into five parts that reflecting different congestion condition. The generator load factors under different parts are explored. The analysis in this paper indicates that the improved ICRP method subjectively keeps the consistence but betrays the faire principle in transmission pricing. More than one YR backgrounds and a variant form of load factor are required by the conclusion of this paper.
