Abstract

A Universal Basic Income (UBI) is an unconditional income paid to every individual legally resident in some jurisdiction. The chapter will begin with a discussion of the definition of a UBI and some of the reasons for the recent upsurge in interest. It will then define a European Universal Basic Income, or Eurodividend, and briefly outline the history of the idea. Arguments for implementing a Eurodividend will be discussed, along with the importance of microsimulation research. A discussion of European treaty provisions will be followed by a description of two European Citizens’ Initiatives. Some of the challenges that the implementation of a Eurodividend would face will then be explored, and a view will be taken on the financial and political feasibility of a Eurodividend. The chapter will conclude with an agenda for further research.
