Abstract

Although in academic terms international relations is cyber diplomacy’s ‘natural’ discipline, the literature engaging with this diplomatic field is rather limited. Only when adopting a broader understanding of the concept—including studies on multilateralism and norms—does it become possible to identify the main connection points between IR and cyber diplomacy. This chapter is an effort in organizing the existing IR literature on the topic in terms of its main theoretical approaches, issues, and challenges. In the last section, it proposes a research agenda for a more robust and encompassing use of IR’s toolbox in the study of cyber diplomacy.
