Abstract
The Basic Income for Care Leavers in Wales Pilot was launched in July 2022.
This report is the first in a series of annual evaluation reports. The report includes findings that will be built on over the course of the evaluation until 2027.
The report aims to:
-use survey and enrolment data to describe the characteristics of recipients of the basic income
-provide an initial programme theory, this describes how the pilot works
-discuss professionals’ views and early experiences of the pilot

We would particularly like to thank the many professionals who have taken part in focus groups and interviews, and those who have supported the completion of surveys. The study would not be possible without their willingness to share experiences of the pilot and efforts to support it, and we thank them for making time to contribute despite heavy workloads and other priorities.The support of colleagues at the Welsh Government has also been invaluable, particularly those in the Tackling Poverty and Supporting Families Division and Knowledge and Analytic Services. They have coordinated the evaluation and provided feedback on earlier drafts of this report. We have had expert support from several colleagues within CASCADE at Cardiff University. Freya Elsy and Dan Latham helped resolve some formatting issues and ensured the report was compliant with government social research guidelines. Megan Nightingale was a project administrator within the team for the study during this first year, and worked behind the scenes to make sure data collection was possible. Rachael Vaughan and Elaine Spayer have coordinated the input of our lived experience co-production group. Members of the group have provided valuable advice throughout the project to date, and we look forward to continuing to work with them for the remainder of the study.
Finally, the evaluation benefits from the wisdom and expertise of three other advisory groups; the External Strategic Advisory Group, which we appointed to guide us on methodological and research issues; the Welsh Government’s Technical Advisory Group of external experts, and the Welsh Government’s Research and Evaluation Advisory Group.
