Description

We compare the organisation of waste collection and disposal across the UK and Japan focusing in particular on the degree of outsourcing waste services in both countries. The literature suggests that outsourcing to the private sector brings about cost savings but the effect on quality is not so clear. We will provide a theoretical framework and an empirical investigation of cost and quality outcomes in the two national contexts.
