A needs analysis of the National English programme (PRONI) in Mexico, developing a Monitoring and Evaluation Framework.

This consultancy project with TransformELT examined the implementation and needs of Mexico’s National English Programme, PRONI, across four Mexican states. Working with Mexican government stakeholders and education authorities, the project assessed programme delivery, stakeholder experiences, existing monitoring processes, and areas for improvement. It developed a practical monitoring and evaluation framework to support evidence-based decision-making and to measure the programme’s reach, quality, outcomes, and impact. Samantha Curle contributed as an expert consultant, drawing on her expertise in language education, programme evaluation, and quantitative research.
