A needs analysis of the National English Programme (PRONI) in Mexico: developing a Monitoring and Evaluation framework

Description

In order to evaluate the implementation and impact of the Programa Nacional de Inglés (PRONI) in Mexico at the state level, and the scope for further development of English competence in the Mexican education system, a Needs Analysis of four states will be conducted. The aim of PRONI is to increase language skills of English teachers, improve teaching methodology skills, and strengthen specific areas of teaching English. These aims will guide the Needs Analysis (a formal, systematic process to describe and evaluate the impact of the national English programme in individual states, as well as identify areas in need of improvement including the training and development needed for teachers). A mixed-methods approach will be taken to systematically describe and evaluate the curricula, teaching materials, assessment practices, teacher support and development, teacher training outcomes and programme quality assurance. This will be done in five phases over 2 years.
